I am hoping somebody here can help me.
Lately my Illustrator and Photoshop programs have not been allowing me to see the dialog boxes for "save", "open" or "insert".
When I use the menus or shortcut keys to do the above actions the screen acts like a dialog box has opened, but I have to hit the Escape key to get out of it.
How can I get this back on my screen?
Do I need to reinstall?

If the dialogs are off the screen, and deleting the prefs for the programs doesnt fix the issue, you can move them back.
Hold down ALT and hit the Spacebar, and a small menu will open.
note the location of the dialog, as it will usually appear to the side the missing dialog is off the screen.
One of the choices will be Move, choose that by hitting the M on the keyboard.
Then use the Arrow keys on the keyboard to move it back onto the desktop (for example, it it is off the left side of the screen, hod down the right arrow until you see the dialog).
You usually will also have to resize the dialog, as whatever video card driver problem misinterpreted the X and Y coordinates to open the window on screen also usually misinterprets the dimensions given in the same command

A small addendum to Ben's post: Once you've hit the arrow key once, you can move it the rest of the way using the mouse, it will stick to the pointer...
